Plenary sessions during the mornings covered some of the most important advances, of interest to the whole plasma research community. We were aided in our selection by the input of the whole plasma community: several hundred proposals for invited and plenary talks were submitted from across the world through an open forum, and these were augmented by welcome suggestions to the PC by the Plasma Physics Divisions of the American Physical Society and of the Association of Asia-Pacific Physical Societies, and by other Divisions of EPS. The boundaries are represented by the L - H transition-temperature threshold, the ideal ballooning edge-pressure gradient limit, the upper temperature limit for type-III ELMs and an upper H-mode barrier density limitation. We would like to thank Boudewijn van Milligen CIEMAT, Spain for his unwavering support during the submission, compilation, and evaluation of the abstracts of contributed and invited papers, together with online proceedings archiving. Whereas in the SP model reconnection was predicted to be slow, a major implication of this new paradigm is that reconnection in fluid systems is fast i.
